83 billion shekels are missing from the state treasury in 2023 due to tax breaks. This is exactly the amount that Shmuel Abramson, the chief auditor of the Ministry of Finance, estimated various benefits to various industries and groups of the population.

NIS 24.3 billion of this amount comes from the exemption from income tax on income contributed to pension savings. NIS 9.6 billion is provided to parents in the form of child tax credits.

The state loses 7.4 billion shekels due to the exemption from income tax on contributions to advanced training funds. This is one of the benefits that the Ministry of Finance has been trying to cancel for many years, but these attempts are blocked by trade unions.

Corporations receive NIS 5 billion in benefits as part of the capital investment incentive law.

The state is missing 4.2 billion shekels due to the exemption of housing from the tax on the increase in the value of real estate.

The exemption from VAT on fruits and vegetables costs the state 4 billion shekels – another historical benefit that the Ministry of Finance is unsuccessfully trying to cancel.

The tax department cannot collect 3 billion shekels from rental income.

2.6 billion shekels do not reach the state treasury due to benefits for residents of peripheral settlements and security personnel
